The Right to Information Act 2009 (Qld) provides for an Information Commissioner to serve as an officer of the parliament. Their role is to lead the Office of the Information Commissioner Qld (OIC) as an independent statutory body, to promote and regulate access to government-held information, and to lead the improvement of public sector privacy administration.
The OIC’s Executive Leadership Team comprises the:

Joanne Kummrow, Information Commissioner

Joanne Kummrow was appointed for a three-year term as Information Commissioner on 3 April 2024. She is an experienced public sector leader and statutory decision maker with a professional career working in the public, legal and integrity sectors. She has a personal commitment to advancing government transparency, accountability and the public interest.
She has a background in administrative law, where at the Victorian Government Solicitor’s Office, she advised government agencies, statutory authorities and Ministers on good decision making, investigations, privacy, right to information (FOI), professional regulation and licensing, dispute resolution, and the conduct of public interest litigation. From 2018 to 2024, Joanne was the Public Access Deputy Commissioner at the Office of the Victorian Information Commissioner.
Joanne was admitted to legal practice in 2002 and accredited by the Law Institute of Victoria as a specialist in Administrative Law in 2013.
She holds a Bachelor of Laws (Hons.) and Bachelor of Arts from the University of Melbourne.

Alexander White, Privacy Commissioner

Alexander White was appointed by the Governor in Council as Queensland’s Privacy Commissioner as of October 2025 for a five-year term. He also currently serves as a member of the Dubai International Financial Centre Advisory Committee for AI Regulation.
Alexander previously served as Bermuda’s first Privacy Commissioner, from January 2020 to September 2025, and on the European Commission Working Group to draft the first General-Purpose AI Code of Practice under the EU AI Act.
He recently completed a term as Executive Committee Member for the Global Privacy Assembly, which sets the strategic direction for privacy regulators worldwide, and hosted the annual event in 2023.
Prior to these roles, Alexander served as State Deputy Chief Privacy Officer for the U.S. State of South Carolina and served on the U.S. Department of Homeland Security Data Privacy and Integrity Advisory Committee (DPIAC) for a three-year term.
Alex is a US lawyer licensed in the District of Columbia and a two-time graduate of the University of Georgia, where he earned a bachelor's degree in history and a Juris Doctor (cum laude).
Stephanie Winson, Right to Information Commissioner

Stephanie Winson was appointed on 16 January 2023 for a three-year term and reappointed for a further two years. She holds a wealth of experience in executive public sector leadership and law.
Stephanie served as the Assistant Ombudsman with the Office of the New Zealand Ombudsman, and held several legal and senior leadership roles across both the New Zealand public sector, and the National Assembly of Namibia.
She holds a Master of Laws (LLM) with Distinction, Bachelor of Laws (LLB) and a Bachelor of Arts (BA). She was admitted to practice law in Namibia (1993), New Zealand (2002) and Queensland (2025).
Zoe Mochrie, Executive Director, Corporate and Strategic Services

Zoe Mochrie has built a portfolio of experience across corporate, policy, strategy and regulatory activities in domains spanning international affairs, health, natural resources, building and construction and information access.
She held a range of leadership positions with the Scottish Government, including Head of Legislation, Governance and FOI, and Head of International Strategy.
Zoe holds a Master of Arts (Hons), Master of Public Administration, and is a Graduate of the Australian Institute of Company Directors.
