When an agency or Minister receives a new RTI application 

An access or amendment application can only be made in relation to documents that are within the scope of the RTI Act. If an application includes documents that are outside the scope of the Act, the agency must deal with that part of the application under section 32 or section 78J of the RTI Act.

An access application or amendment application can only be processed if it is for a document of an agency or a document of a Minister and it meets all relevant application requirements.
